The Azerbaijani road system does well enough to cover the entire country, but road surfaces, even though they have gotten better in recent years, are poor at best. A four-wheel drive car is recommended to aid with handling – especially in mountainous regions. Care should be taken to watch out for other drivers, as Azeri road users tend to not adhere to rules of the road. Driving at night is not recommended, and roads are poorly lit. Buses and taxis are the most popular forms of public transport, but buses tend to be overcrowded and taxi drivers try to charge extortionate fares (though, of course, they can be haggled down). There is a metro system in Baku, but it is poorly maintained and not very safe. Rail travel in Azerbaijan is cheap, but also slow, overcrowded and unsafe. Private cars or taxis are a far better option.
